currently i have set fr_timer to 5000 ms.  for dead udp destinations it means a few SIP request re-sends before the timer fires.  if tcp connection is broken, tm realizes it right away.  so it would not make sense in that case to wait 5000 ms.  i don't know if it is possible in the fake reply case to separate dead tcp connection from non-responsive tcp destination.  if not, the fr_timer could apply also in case of dead tcp connections.
