The available shm memory is too low, increase the value for -m. Your version of libssl is detected to have a bug and there has to be 512KB x [NR of kamailio processes] to work with it. So if you have 16 processes, there has to be 8MB free shared memory.

Now, it should not freeze, just write the log message. Attach with gdb to the frozen processes and send the backtrace here.
