[sr-dev] [kamailio] recover htable replication through dmq after kamailio restart (#260)

There are lots of considerations and it is not a simple task, but the
mechanism used in dmq_usrloc module would be a good place to start.
It's not perfect, and we'd have to queue any updates whilst syncing is
taking place and catch up fully before allowing further processing.
But there's always a way :)
