it was missing the target to create the dir for man page. Although
it should be created when installing the core manpages, utils might
be installed separately, so I wanted to do it there as well, but
forgot to actually write the rule for it.<br>
<br>
Try again with latest git.<br>

My rpmbuilds are failing with these errors:<br>
