[Serusers] reuse of existing tcp connection

perhaps registration request could have some way of telling to the proxy
to keep the tcp connection up as long as registration is active.  if i
remember correctly, there was an internet draft on connection reuse, but
i don't know if they suggested something to solve the disconnection
problem or if it just dealt with not opening extra connections.
