[Serusers] Radius Authentication

if you run SER in daemon mode with an acceptable number of children, 
then only one process for each authentication will be blocked until the 
response from RADIUS server arrives. I am not sure, you have to check 
that, but I think you can set some timeout to radius client library 
while it waits for a response, so it doesn't last too long blocked.
