[Serusers] SER with presence release

We will probably ship SER version pre-configured as presence server
separately from main SER. The reason for this is that user agents with
good SIMPLE support are not widely available and thus it is hard to
test the presence server properly.

What you can find in http://ftp.iptel.org/pub/ser/presence
can be considered stable presence server. Updates there will be more
frequent because of limited testing.
