[Serusers] 423 message for Register Expires

Hi All,
            The default_expires is 600 and my min is 300 and max expires is 600 when i send the REGISTER message with 3600 it should send me 423 with 600 the openser.cfg do not do it.
 
openser.cfg 
 
modparam("registrar","default_expires",600)
modparam("registrar","min_expires",600)
modparam("registrar","max_expires",1200)
 
Is there any settings that need to be done.
