[Serusers] How to enable aliases without expiration?

  When you create an alias using serctl then it will automatically set
  "permanent" flag. When this flag is present then SER will ignore the
  expires value and the contact will be permanent. Contacts that have
  the flags value set to >= 128 are permanent.
