[Serusers] How to change charset in SER for IM

SER doesn't really have a character set in that sense. It depends on the 
encoding in the MESSAGE. 
The error is from the fifo_server, what are you trying to do? Send a 
MESSAGE from your local server using fifo without encoding the IM?
