The dialog module shouldn't need the Via header or branch parameter for
dialog tracking. All that is required for building an initial dialog is
Call-ID, To URI, From URI, and From tag (see dlg_onreq() and
dlg_new_dialog() in dlg_handlers.c).

Do you see any error messages in the log files when receiving such
pre-RFC 3261 calls?
