You should upgrade to latest in 3.1.x series, nothing needs to be
changed in terms of configuration file or database. You install over
the latest version in that branch.<br>
<br>
Not recommended, but ultimately you can get only the patch. But if
you apply the patches for the other fixed issues in the branch, you
end up in latest version.<br>
