      default kamailio.cfg does re-routing to voicemail server (if you
      set the address for such server). The mechanism is based on
      failure_route -- before sending to first destination, arm a
      failure_route using t_on_failure("name") and then define
      faolure_route[name] where you handle the case when the first
      destination doesn't answer.<br>
      <br>
      You can also look at the readme of dispatcher, it has a rather
      complete example of how a kamailio load balancer does re-routing
      to a list of gateways.<br>
      <br>
      Another hint, search for sip serial forking to understand the
      mechanism.<br>
